วัดพระศรีรัตนศาสดาราม (Wat Phra Si Rattana Satsadaram or Temple of the Emerald Buddha) หรือที่เรียกกันทั่วไปว่า วัดพระแก้ว (Wat Phra Kaew) เป็นวัดที่ พระบาทสมเด็จพระพุทธยอดฟ้าจุฬาโลกมหาราชโปรดเกล้าฯ ให้สร้างขึ้นใน พ.ศ. 2325 เป็นวัดในพระบรมมหาราชวัง เช่นเดียวกับ วัดพระศรีสรรเพชญ์ ซึ่งเป็นวัดในพระราชวังหลวงในสมัยอยุธยา และมีพระราชประสงค์ให้วัดพระศรีรัตนศาสดารามเป็นที่ประดิษฐาน พระพุทธมหามณีรัตนปฏิมากร หรือพระแก้วมรกต ที่นำมาจากกรุงเวียงจันทร์ แต่แท้ที่จริงแล้ว พบเจอวัดพระแก้ว จังหวัดเชียงราย และเป็นสถานที่ทรงบำเพ็ญพระราชกุศล วัดพระศรีรัตนศาสดารามเป็นวัดที่ไม่มีพระสงฆ์จำพรรษาอยู่ เพราะมีแต่ส่วนพุทธาวาสไม่มีส่วนสังฆาวาส

พระพุทธมหามณีรัตนปฏิมากร หรือพระแก้วมรกต พระพุทธรูปคู่บ้านคู่เมืองกรุงรัตนโกสินทร์ เป็นพระพุทธรูปศิลปะเชียงแสนตอนต้น ทำจากหินหยกสีเขียวเข้มทึบแสง ปางสมาธิ ขนาดหน้าตัก 43 ซม. สูง 55 ซม.

พระสัมพุทธพรรณี รัชกาลที่ 4 ทรงสร้างใน พ.ศ. 2373 ตามอย่างพุทธลักษณะที่พระองค์ทรงสอบสวนได้ สร้างจากกะไหล่ทองคำ ปางสมาธิหน้าตักกว้าง 49 ซม. สูงถึงพระรัศมี 67.5 ซม. มีการเปลี่ยนพระรัศมีเป็นสีต่าง ๆ ตามฤดูกาล พร้อมกับการเปลี่ยนเครื่องทรงพระแก้วมรกต

Pheu Thai Don Mueang MP Karun Hosakul confirmed no boats and floating toilets kept away from being used to assist flood victims.

Asked about the leftover donation goods found in the Flood Relief Operations Centr (FROC) Don Mueang Airport, Mr. Karun said that the clothes, which he had not yet seen, were probably unusable and thus, had been screened out accordingly. Formerly, he had announced that second-hand clothes were not preferred as they would be of no use.

Moreover, it is affirmed that the boats and the floating toilets, under the responsibility of the Department of Disaster Prevention and Mitigation, are kept in the warehouse, lining up to be distributed to the suitable places afterwards. Cabinet to consider extra flood holidays today

The Flood Relief Operations Center (FROC) is planning to ask the Cabinet to mull over the extension of flood holidays in today’s meeting as the flood situation in the capital still persists.

In his capacity as the Director of the FROC, Justice Minister Police General Pracha Promnog disclosed that the center had already proposed to Prime Minister Yingluck Shinawatra the prolongation of public holidays amid the ongoing flood crisis. He expected the matter to be brought to consideration during the emergency session of the Cabinet today.

Previously, the Cabinet made a resolution to designate 27-31 October as national holidays for government agencies within 21 flood-affected provinces, including Bangkok. The objective is to allow local residents to move to safer areas before the arrival of the northern runoff and high tides and to facilitate the officials’ operations to tackle the flood problem.

FROC prepares backup plan in case flood reaches new office

The Flood Relief Operations Center (FROC) has convened with related agencies to draw up a backup plan for its new office at the Energy Complex Building in case the building becomes inundated.

After the FROC headquarters had to be relocated from Don Muang Airport to the Energy Ministry’s Energy Complex Building on Vibhavadi Rangsit Road due to severe flooding, FROC Director Police General Pracha Promnog has called a meeting with relevant authorities to assess the operation to assist flood victims. A contingency plan is also drafted in case the floodwater arrives at the site and another round of office relocation becomes necessary.

Nonetheless, Energy Minister Pichai Naripthaphan assured that the Energy Complex Building was safe from floods as it was situated higher than the sea level by 1-2 meters and a two-meter high flood barrier had already been erected around the site. He said the new headquarters should not be affected unless the water level is more than five meters high.

All equipment of the FROC has been moved to the Energy Complex Building since this morning while its hotline 1111 extension 5 has been reconnected and is now open to calls from flood victims again.

Other countries express condolences as Thai PM asks all Thais to fight on

Several countries have expressed their condolences and are ready to give assistance to Thailand which is suffering from flood crisis while the government has confirmed that there is no political agenda in flood resolutions and asked Thai citizens to be patient and fight against the flood disaster.

Prime Minister Yingluck Shinawatra said in 'Yingluck Government Meets the People' program that during the previous week, several countries expressed their concerns over the flood situation in Thailand and also delivered aids in the forms of donation money and consumer goods. Japan and Holland sent their water management experts to work with the Thai officials, the Australian Prime Minister Julia Gillard made a direct call to give encouragement and show the willingness to provide assistance.

The Ministry of Foreign Affairs has also invited diplomats from other countries to be informed of flood relief and economic rehabilitation measures to regain confidence among them. As for the allocation of the donation money of 829 million THB, the government has used them in buying consumer goods and necessities to help the flood victims continuously, leaving more than 386 million THB to be used for giving the people assistance and hurriedly releasing water into the sea. Moreover, the Prime Minister has assured that the government will not involve political affairs in flood relief process and urged the people to be tolerant, so that all can get through the disaster together.

FROC clarifies flood defense plan to foreign envoys

The Flood Relief Operations Center (FROC) has elucidated the flood prevention strategy to foreign envoys from over 80 countries while voicing confidence that Suvarnabhumi International Airport will be safe.

According to Director-General of the Department of Information and Spokesperson of the Foreign Ministry Thani Thongpakdi, the FROC has arranged a conference with foreign ambassadors representing over 80 nations in a bid to give them a summary on the flood situation in Thailand as well as the Thai government’s measures to tackle the flood problem in the long run.

During the session, Justice Minister Police General Pracha Promnog, as Director of the FROC, elaborated on relevant operations of the Government, especially the strategy to divert floodwater to the sea through the eastern and western parts of Bangkok in a bid to save the inner city. He affirmed that the flood would only cause inconveniences in people’s daily life, rather than becoming a deadly catastrophe.

MWA cuts water supply to Nonthaburi, Samut Prakan & Thonburi

The Metropolitan Waterworks Authority has lowered its tap water supply to Nonthaburi, Samut Prakan and Thonburi as floodwater has impaired the quality of raw water of the western side of the Chao Phraya River.

The floodwater which carries dirt has spilled into the raw water system, causing the tap water production to take a longer time. As a result, Maha Sawat Water Treatment Plant which feeds the water to Nonthaburi, Samut Prakan, and Thonburi has to lower its daily supply of 900,000 cubic meters to 400,000 cubic meters.

The tap water will be dispensed between 6 a.m. and 9 a.m. in the morning and between 17 p.m. and 20 p.m. in the evening. Affected areas will be Muang, western Pak Kret, Bang Bua Thong, Bang Yai, Sai Noi and Bang Kruay districts in Nonthaburi, Phra Pradaeng and western Phra Samut Chedi districts in Samut Praka and all 15 districts in Thonburi. However, the supply cuts do not apply to hospitals.

The MWA also confirmed that the water quality is still on a par with international standards.

The Flood Relief Operation Center has succumbed to floods and is preparing to relocate soon.

After the weeks-long battle against the floods, FROC has finally been under siege and is forced to move to a drier area. FROC’s new base will be Energy Complex Building on Vibhavadi- Rangsit Road.

Energy Complex has been chosen as the new office of FROC because of its location. The building stands on high ground which the floods are unlikely to reach and is close both to the toll way and BTS sky train station, making it easier for the officials to come to work.

The FROC relocation is expected to begin in the next few days.

Thammasat University has announced the closure of its evacuation center.

In its announcement, the university has planned to give part of the donation money of over five million baht to other evacuation centers, which the flood victims previously under its care have been transferred to. The rest of the money will be spent on the assistance programs for the flood victims and the rehabilitation of the flood-torn areas.

The donation items have been distributed to different evacuation centers and the affected people around the campus. The university has also thanked all the donors and volunteers for their help.

The Metropolitan Waterworks Authority will offer a big discount on the tap water fees of the residents in Bangkok, Nonthaburi and Samut Prakan to help lower their financial burdens.

The people living in the aforesaid provinces will only pay half of their water usage fees in October. The MWA will also exempt fees for the amount of water that leaks from pipe breakages at private houses and companies.

The MWWA will in addition extend the payment deadline by another three months for those having difficulties settling their bills on time.

FROC: Overall flood situation has improved

The Flood Relief Operations Center (FROC) said the overall flood situation has improved while more reinforcement on the west side of the Chao Phraya River will be made to cushion a high sea tide on 15 November 2011.

FROC Spokesperson Gen Palangkoon Klaharn said the amount of the northern run off, which is passing through Nakhon Sawan province, has continuously declined. The Royal Irrigation Department will from now try to lower the speed of the torrent and the amount of water going through the sluice gate of the Chao Phraya dam as well as other gates by 10% for five consecutive 5 days.

Gen Palangkoon said the measure would help lower the flood level in Bangkok and the outlying areas of the Chao Phraya and Tha Chin Rivers during the period of low tides from 3-15 November. During this time, embankments on the west side of the Chao Phraya River will be reinforced to prepare for the next round of high sea tides.

The waters in canals and rivers have been continuously drained into Khlong Saen Saeb to quickly reduce the flood level in Bangkok. 3,000 large-sized sandbags will be put together to create a 3.5 kilometer-long dyke from Khlong Prem Prachakorn to Lak Hok, according to Transport Minister Air Chief Marshal Sukumpol Suwanatat. The dyke is expected to be completed by 3 November.

The project will help reduce the flood level on Vibhavadi Rangsit and Phahon Yothin roads and prevent the water at Muang Ek housing estate from flowing into Khlong Prapa Canal.

More than 500 handicapped animals evacuated from floods

The Department of Livestock Development and student volunteers from Chulalongkorn University and Mahidol University have evacuated more than 500 dogs from an animal shelter as flood water is increasing to the point that they cannot live.

Director-General of the Department of Livestock Development Mr Krissadee Chaosuanchareon, together with his deputy, Mr Nirandon Ueongtrakulsook, and Nakhon Pathom’s provincial livestock officer Mr Samroeng Kruthdam, led district livestock officer and student volunteers from Chulalongkorn University and Mahidol University to evacuate more than 500 dogs and 50 cats from their shelter at the Foundation for Handicapped Animals under Luang Ta Maha Bua's patronage in Moo 10, Bang Phasi sub-district, Bang Lane district, Nakhon Pathom province. The evacuation was carried out with difficulties as volunteers had to load cages onto the boats before crossing a 4 meter-deep marsh to carry the animals out.

All of the evacuated animals will be kept at Phetchaburi Provincial Livestock Office. The evacuation is expected to be finished before dark to prevent the volunteers from dangerous traveling since the route is uncomfortable and the water is increasing continuously. Moreover, the dogs are very tired since they have not been fed since morning to prevent them from throwing up during the relocation.

The Foundation for Handicapped Animals under Luang Ta Maha Bua's patronage has been established for 30 years. Mrs Pimkul Olansiraroj is the president. Most of the dogs and cats at the foundation are either abandoned by their owners or handicapped without the ability to help themselves. Those interested in donating money or food can visit the foundation or the Phetchaburi Provincial Livestock Office.

Evacuation centers provided for the disabled

Mr Sumet Ponkacha, Coordinator of the Flood Relief Center for People with Disabilities and Their Families under the auspices of the Redemptorist Foundation for People with Disabilities said that the center will help take flood-affected handicapped people out of the inundated zones of Bangkok to evacuation centers in other provinces.

According to Mr Sumet, while some government and private units have offered to take care of disabled elderly people and their families in Pattaya, Chon Buri, his center is compiling the information in order to find suitable means to assist the disabled evacuees.

After the flood situation in Bangkok has become uncontrollable, the Redemptorist Foundation for People with Disabilities sets up the coordination center to provide suitable shelters for every type of disabled people and their families. Its branch in central Pattaya has a capacity of accommodating around 300 evacuees. Disabled people who are in need of help can call 08-6843-1205.

BMA : Siphoning could save the rest of Bangkok from flooding

Deputy Bangkok Governor Theerachon Manomaipaiboon, who is part of the water drainage committee, said to save the remaining parts of Bangkok, siphoning would be urgently needed as an addition to the flood barriers to drain the water.

According to Mr. Theerachon, tubes can be placed above or underneath the barriers to drain the floodwater. The idea has been discussed in the FROC meeting with supports expected from the Ministry of Industry and the Metropolitan Waterworks Authority. However, the Deputy Governor claimed he has not received any materials from both agencies so far.

Mr. Theerachon explained that water siphoning by tubes could help drain the water from Khlong Hok Wa in Sai Mai district to the east of Bangkok before releasing it into the sea. He added that these tubes should be installed within the next few days before every district of Bangkok came under water.

Within a few days areas of Chatuchak, Ramindra, Khan Na Yao, Bang Kapi and Huai Khwang could be flooded when the water level in the river rises above the barriers if the tubes are not built. He added that 20 districts of Bangkok would be saved from flooding if the tubes could be installed in 7 days.

Production of Thai traditional medicine stepped up to help flood victims

The Department for Development of Thai Traditional And Alternative Medicine, together with hospitals across Thailand, is trying to increase the production of traditional medicines for flood victims while over 1,000 masseuses will be sent to the evacuee’s centers to help relieve their stress.

Director of the Department M.D. Supan Sritahmma, said medicines for coughing, diarrhea, gastritis, muscle pains, skin diseases and digestion are needed for people who have been affected by the floods.

The medicines are being distributed to flood victims across the country. PM backs up relocation of FROC if necessary

Prime Minister Yingluck Shinawatra insisted the Flood Reliefs Operations Center (FROC) would not be relocated now although a new location had been prepared in case of emergency.

Ms. Yingluck also added that there would be no need to cut open any roads to drain floodwater. The Prime Minister said FROC Director Pol. Gen. Pracha Promnok would consider 3 other locations for the FROC operations should the Don Mueang Airport was no longer suitable.

The Prime Minister added FROC Spokesperson Pol. Gen. Pongsapat Pongcharoen had been instructed to convince 200 remaining flood evacuees to relocate to other shelters while assuring that the FROC would not pressure them by cutting electricity and water supply.

Suvarnabhumi airport to hold a press conference regarding preparations against floods

Suvarnabhumi Airport is prepared to give a press conference later this afternoon concerning its preparations for the approaching flood and confidence to maintain normal aviation service.

Airports of Thailand (AoT) Spokesperson Ms. Wilaiwan Nadwilai said the General Manager of Suvarnabhumi Airport will be speaking to the press about the airport’s flood prevention plan, during which normal flight schedules will be confirmed. The press conference will take place at the airport office, Room AOB1, 5th floor, at 16.00 hrs today.

The atmosphere inside the airport remains normal. The airport has already raised a dyke of 4 meters high to protect its compound from the expected flood waters.
